Indecent Exposure

(Suspect Arrested)


University Village Albany Laudromat

April 3, 2008

On Saturday, March 29, 2008, at 10:24 p.m., UCPD received a report of a suspicious person fondling himself while staring into a window of the Laundromat in University Village Albany. The suspect was observed by residents of the Village who approached him and asked him to leave the vicinity. The suspect rode away on a bicycle. UCPD was notified and a short time later a UCPD Officer observed an individual who matched the suspect’s description riding a bicycle eastbound on Delaware Street where it intersects San Pablo Avenue. The individual was detained, positively identified and arrested.

The suspect is described as:

WINCHESTER, Michael Howard, a White male, 44 years of age, with blondish/grey hair and bushy eyebrows, wearing a black jacket and black sweat pants, carrying a camouflage backpack.
