
Victoria Harrison, Executive Director of Public Safety & Transportation,
has been the Chief of Police at the University of California in Berkeley, California
since 1990. Chief Harrison is also the senior Police Chief for the Systemwide
University of California Police Department and has served as the Systemwide
Coordinator for three years. As Chief, her leadership focuses on the delivery of
quality law enforcement services to the University, its members and the
surrounding community.
UCPD Berkeley is composed of the Office of the Chief and three Divisions.
Our Field Operations Division oversees the day-to-day operations of our
patrol, investigations, security and events functions. The Safety and Security Division manages the Department's Crime Prevention
Programs.

The Office of the Chief consists of the Budget Manager, the Executive
Assistant to the Chief of Police and the Administrative Lieutenant, all who
report directly to Chief Harrison. The Administrative Lieutenant,
Lt. Adan Tejada, is primarily responsible for personnel actions, payroll and
support, ongoing recruiting, hiring, training and employee development,
response to public concerns and oversight of internal investigations.
In 2005, the Office of the Chief continued ongoing efforts to recruit and hire excellent
new employees, both sworn and non-sworn. Key accomplishments in 2005 include: hiring 7 police
trainees that began POST training, hiring 2 lateral/academy grad police officers one of whom
won the top academic award at Evergreen Academy, hiring 5 public safety dispatchers, a records
supervisor, a records technician and a security patrol officer.

The Field Operations Division, led by Captain Mitch Celaya, consists of the Patrol
Bureau, Investigations Bureau and the Events Bureau. The Field Operations Division
primarily represents the uniform and investigative personnel of the Police Department.

The Patrol Bureau, managed by Lt. Sara Ferrandini, provides primary and traditional
law enforcement services to the Berkeley Campus and nearby community. Using a combination
of mobile patrols (car, motorcycle and specialized vehicles), bicycles, foot patrol
and directed patrol activities, the Bureau serves an estimated population of 50,000
people, including over 9,000 residents of campus residential facilities. In 2005,
the Patrol Officers made over 800 arrests, issued 2,640 citations for vehicle code
violations, and wrote 2,379 Field Interview Cards. In addition, officers documented
688 assists to other law enforcement agencies.
The Patrol Bureau participates in the jointly staffed Berkeley Telegraph Avenue Program
and oversees the Campus Building Watch Program. Patrol personnel actively serve the
Department in other areas such as our Negotiations and Entry Team (NET), Bomb Squad,
and the Special Response Unit, which includes Dignitary Protection and a specialized
Arrest Team.

A Sergeant and 5 Detectives staff the Criminal Investigations
Bureau. The Bureau conducts initial investigations as well as
follow-up investigations from cases generated by the Patrol Bureau
for crimes on University properties and the Office of the
President facilities. The Bureau also works closely with other
University departments that have uncovered criminal activity
during the course of routine audits and inspections.
Our Threat Management Unit reviews all cases involving threatening behavior,
including stalking, intimidation, and harassing telephone calls, e-mails, or
letters, as well as cases of domestic violence. The Unit also provides training both
to the Department and to the campus community on these topics.
The Events Bureau is managed by Lt. Doug Wing who oversees our Homeland Security
activities, Special Events Management, the Security Patrol Officer Program (SPO)
and Residential Student Program (RSP).
UCPD continues to lead and coordinate campus homeland security response, and
responds to the ongoing concerns of possible terrorist activities. Lt. Wing
is the Homeland Security Coordinator and manages homeland security strategies and
responses. In addition to drafting, submitting, and managing OHS grants, the Events
Bureau Lieutenant represents the University at the Bay Area Threat Working Group
(BATWnG), the California Anti-Terrorism Information Center (CATIC) and
other Anti-Terrorism meetings.
Lt. Wing coordinates all Campus Special Events and works closely with other
campus departments and student groups to coordinate, plan, advise and staff
special events. This year the Special Events unit staffed and processed over
198 events on campus. These events consisted of several domestic and foreign
dignitary visits, controversial speakers, dances, concerts, conferences,
mutual aid requests, and athletic events.
Our SPO Program provides non-sworn, uniformed officers at University facilities
both on and off of the central campus. Their primary responsibility is to provide
security, protect University employees and safeguard University property. They also
provide other roles that include crime scene video technicians, field evidence
collection and special event staffing. In 2005, the SPO program provided security
coverage at eight (8) sites.
The Residential Student Program (RSP) provides coordination, liaison and
support for University's Residential Student Services programs (RSSP) in
reducing crime in University residence halls and family housing units. A
police sergeant is assigned to work closely with RSSP and manages the
Residential Security Patrol Program, Security Monitor Program and Residential
Student Liaison Officer Program.
The Safety & Security Division is managed by Captain Guillermo Beckford and is
composed of the Crime Prevention Unit, Marketing & Publications Unit and the Office of
Emergency Preparedness. Captain Beckford also provides command oversight for the UCPD
Bomb Team.

The Crime Prevention Unit (CPU) underwent a major reorganization in 2005 that allowed
the Unit to focus attention to the campus needs for safety and security programs. CPU is
staffed with one sergeant, one officer and four civilians. CPU is responsible for providing
continuing education to our constantly changing campus community and offers programs at all
new student orientation sessions as well as ongoing outreach to all members of our
community. The CPU is also responsible for the dissemination of Crime Alerts as required
by the "Jeanne Clery Act.
With special training in the prevention of crime through environmental design,
members of CPU are responsible for the ongoing security of campus facilities through
initial survey, plan review and management of installation of equipment in new and
renovated structures. CPU strives to ensure that state-of-the-art technologies,
including modern video, alarm and access systems are employed in protecting University
facilities.
The Community Service Officer (CSO) Program is staffed by a cadre of up to 70
part-time student employees. In 2005 the CSOs performed 8,716 BearWALK escorts
and 28,955 security checks. The CSOs are also responsible for providing day and
evening foot and bicycle patrols on campus and in the wooded, mountainous area on
the east end of campus, assisting various units within the department and providing
security for special events on the campus. Activities provide a high-profile uniformed
presence during the hours of darkness, and positively impacted the perception of safety
for the entire campus.
The Marketing & Publications unit continues to provide an extensive range of marketing
support to the Public Safety and Transportation department, including marketing planning,
design and production of print publications, maintenance of departmental web sites,
outreach events, market research surveys, sales promotions, signage programs, department
identity and special projects. In 2005 the unit produced the UCPD Systemwide Annual
Report and Crime Statistics, redesigned and uploaded the PS&T websites, and improved
distribution of safety information via enhancements to Safety Counts.

In 2005, the Office of Emergency Preparedness (OEP) conducted an earthquake response
exercise entitled Shockwave 2005. The exercise involved the campus EOC, nine DOCs
and over 320 participants as we simulated our response to an earthquake along the
east bay's Hayward fault. Also in 2005, OEP completely revised the Emergency Operations
Plan for the University to align it with the emerging National Incident Management
System. The OEP applied for and received a $67,000 grant from FEMA to develop an
on-line business resumption planning tool for departments to use in their planning
efforts. It also won two Pre-Disaster fire mitigation grants from FEMA totaling
$572,000 and a $43,000 grant from the Bureau of Land Management for additional work in
2006-09. The OEP also developed $118,000 funding source from PG&E for fuels work during the recent
fiscal year.

The University of California Berkeley's nationally accredited Bomb Team, staffed
with a commander and six bomb technicians, has been in existence for 35 years. In
addition to serving the campus, we provide Bomb Team service to 29 different agencies
with which UCPD has a Memorandum of Understanding. In 2005, the Team went on 33
calls for service of which 20 were on campus. In 2005, the Team fulfilled the FBI
mandated monthly training requirements and received over 80 hours of training.
Training included a day long, multi-agency training session at the Chevron refinery
in Richmond. We provided explosive awareness training to outside organizations on
4 occasions. In 2005 one team member was subpoenaed to testify as an Expert Witness
on bomb related matters.

The Services Division is managed by Captain Margo Bennett and consists of UCPD's
Communications Center, Records Management System and Facility/Property Management.
Within the Services Division are two additional units, Business Services Unit and
Information Systems Unit, which provide specialized support to PS&T.
Lt. Jim West manages the UCPD Communications and Records Units. The Communications Unit receives and
dispatches all calls through our Computer Aided Dispatch system. This year, Communications trained
new dispatchers while continuing to give excellent service to our campus community. Communications handled
over 14,701 emergency calls (up 10%) and more than 68,336 incidents (up 5%) through our Computer Aided
Dispatch System. Our Records Unit manages the Department's police records and the Campus fingerprinting
process. This year, we hired a new supervisor to lead the Unit. Their workload consists of
processing 5,430 case reports, 2,810 moving and bike citations and 2,678 fingerprints for UC
