The Position
The University of California, Berkeley, is the preeminent public university in the country. We’re also one of the leading employers in the San Francisco Bay Area. We are currently seeking a Director of Emergency Planning in the Police Department.

The Police Department provides a full range of public safety and law enforcement services in support of the academic and public service missions of the University of California, serving a diverse community of more than 32,000 students and 19,000 staff in the vibrant City of Berkeley, at the heart of the San Francisco Bay Area.
The Director of Emergency Planning is an integral part of the Police Department’s management team, reporting to the Captain of the Services Division, who in turn is responsible to the Associate Vice Chancellor/Chief of Police. The incumbent will collaborate and serve as a liaison with departments across the campus as well as organizations throughout the San Francisco Bay Area and the State of California. The Director will represent the campus in emergency planning activities in cooperation with the City of Berkeley, the University Office of the President, and government representatives from the County, State, and Federal levels. The Director will coordinate with the heads of the key Administration Division and other response units and academic departments on the campus to achieve and maintain campus disaster readiness.
Responsibilites
- Report to the Associate Vice Chancellor and Chief of Police
- Provide briefings and input to the UC Office of the President, and be designated as the primary campus representative to the Federal Emergency Management Agency (FEMA)
- Develop and continuously revise the Campus Disaster Response Plan, directing the roles and responsibilities of executive, managerial, and response personnel during a major emergency or area-wide disaster
- Develop training for top level administrators on campus, including training in responsibilities of disaster response for policy makers (Chancellor, Vice Chancellors, Provosts, Associate Vice Chancellors, etc.) and key management staff
- Conduct annual campus-wide emergency exercises in partnership with the city, county, and state agencies
- Represent the Berkeley campus in negotiations with the County of Alameda, the City of Berkeley, and other local agencies
- Act as a member of the Hills Emergency Forum (UC Berkeley, City of Oakland, City of Berkeley, East Bay Regional Parks District, and Lawrence Berkeley National Laboratory) in developing policy and strategies for fire hazard abatement in the East Bay Hills
- Represent the University at the regional level of the State’s emergency management organization, the Operational Area Task Force
- Follow the Vice Chancellor of Administration and the Associate Vice Chancellor/Chief of Police in a line of succession of officials empowered to represent the University to the Operational Area Emergency Management Organization
- Ensure the campus meets all legal requirements with regard to emergency planning and preparedness
- Serve as the acknowledged campus expert on emergency disaster response operations, and be available at all times
- Serve as the Assistant Manager in the Emergency Operations Center (EOC)
- Activate, direct, and coordinate the Emergency Operations Center, by coordinating Mutual Aid with outside agencies and providing status reports to the Chancellor and Executive Policy Group, County of Alameda, and State of California
- Coordinate FEMA disaster relief application by the campus
- Participate in campus-wide operational planning toward the development of institutional business resumption plans
- Direct a campus-wide network of Building Coordinators, Emergency Management Areas, a campus mass care and shelter program, public information and preparedness education programs for students, faculty, staff, and visitors, negotiation of Memoranda of Understanding, and other agreements with the community and government agencies for support and cooperation in emergencies and development of a convergent volunteer management system
- Undertake an ongoing, comprehensive emergency preparedness review of all facets of the University under SAFER, including the development of a campus-wide policy and guidelines for mitigating nonstructural hazards in campus buildings
- Establish a process to determine the facilities necessary to provide critical services and respond to a major seismic event
- Prioritize and direct planning for business recovery efforts after a disaster
- Serve as the lead administrator of the Campus Fire Mitigation Program
- Formulate and recommend policy, plans, and strategies to manage fire hazards in the wildland/urban interface areas
- Engage outside agencies, jurisdictions, and community groups in collaborative planning and project coordination
- Review campus compliance with existing and pending Federal, State, and Local laws and regulations relating to wildland issues, including but not limited to the Clean Water Act, Migratory Bird Treaty Act, and Endangered Species Act codes
- Provide the Associate Vice Chancellor/Chief of Police with recommendations on appropriate measures and costs to minimize fire hazards in the Hill Area
- Review and recommend changes to activities that impact fire safety of wildland areas owned by the University that are adjacent to the Berkeley central campus
- Verify that the Berkeley campus 2020 Hill Area Fire Fuel Management Program and any future or updated Fire Mitigation Programs are implemented and are effective
- Administer the campus fire management program and its associated budget

Requirements
- Understanding of the principles and theory of organizations and management, the Incident Command System, the Standardized Emergency Management System, National Emergency Modeling System, legal concepts and interpretations relative to emergency operations, and FEMA application and documentation procedures
- Understanding of disaster response and recovery issues and familiarity with state of the art equipment, technology, and operational strategies
- Understanding of the principles of physical project planning and technical proficiency in construction management, finance, and accounting
- Ability to guide recommendations and strategies through various campus constituencies toward successful realization of campus Emergency Preparedness goals
- Demonstrated independent judgment and reflection, superior written and verbal communication skills, and excellent leadership and managerial skills
- Capability to analyze and interpret complex issues and policies, and to develop and propose new policies, procedures, and methods
- Ability to work with all levels of campus management and constituent groups in the campus community
